docker: production image + Gitea Actions for monthly refresh

Dockerfile: self-contained image with corpus + Chroma + BM25 baked
in. Drawbar's compose pulls + runs without volume mounts. Built from
sources.json (labels schema), PRODUCT_NAME=crop_chem by default,
HYBRID_SEARCH=true (always-on for production quality). RERANK_URL +
OLLAMA_URL get set at compose time.

.gitea/workflows/refresh.yml: monthly cron (1st @ 06:00 UTC) does
full scrape → reindex → image push. Scrapes Bayer (~30 min) +
EPA PPLS row-crop filtered (~7h). Skips reindex+push if no corpus
diff. Tags pushed: :latest, :<sha12>, :corpus-<YYYY.MM.DD>.

.gitea/workflows/image-only.yml: on-demand or auto on code-only
pushes to main (paths: docs_mcp/, rag/, scrape/, requirements.txt,
Dockerfile, sources.json). Reindexes from committed corpus, builds
image, pushes. ~10 min vs ~9h full refresh.

.gitignore: corpus/ now COMMITTED (4,159 labels, 265 MB of .md +
sidecars). Lets image-only.yml rebuild indexes without re-scraping.
chroma/ + bm25/ still gitignored (regenerable binary indexes).

.dockerignore: drops venv, eval results, PLAN/README/CLAUDE.md,
deploy/, .git/ — keeps the image lean. corpus + chroma + bm25
explicitly NOT in dockerignore (those go INTO the image).

+Use Pre~erge at tIle rate of 3 to 3\ gallons in 50 to 100 gallons of water per 
+acre to control a~nual weeds and grasses under conditions specifi~d below. 
+The addition of I to 2 gallons of emulsifiable sur.~er oil per 100 ballons of 
+spray will improve the kill of large weeds and emerged grasses. For best re­
+sults the soil surface should be moist from rainfall or irrigation at the tine 
+of treatl:lent. }{oderate rain, basin or sprinkler irrigation soon after appli­
+cation aids in 'residual pre-emcr3c:nce control. Furrow irrigatioa will not 
+move the Premerge into the soil adequately un<!er the vines or tree rows. On 
+emerged weeds and grasses, best results are obtained when post-treatment ir~i­
+gation is delayc:d until topkill is apparent. Do not disturb treated soil 
+until required by loss or residual weed control. NOTE: Do not allow live­
+stock to graze on treated ground cover. 
+For Bearing Orchards and Bearing Grape Vineyards: Spray the areas under 
+almond. peach, pear and prune (plum) trees and grapevines using Pr~~erge at 
+. rate of 3 to 3% gallons per acre in enough water to obtair: good coverage. 
+Apply as a directed spray with the spray striking no tlore than 6 inches high 
+on the tree trunks and grape stetls. Treat a band of soil surface t~~ width 
+desired for weed control, using amounts of spray proportional to the area 
+actually treated. Apply during the donl~nt period and prior to bl00~, either 
+before the weeds co~e up or when they are in the young stage. Unifc·r!'l soil 
+coverage is essential for uniform results.

+For Non-tearing Fruit and Nut Plantings: Spray th~ areas under trees of peach, 
+pear, prune (plum), alnond and walnut, using Premerge at the rate of 3 to 3~ 
+gallons in enough water to obtain good coverage. Use as directed spray with
