The Agency, in accordance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA),

as amended, has completed reviewing all the information submitted with your application to
|
||||
support the Registration Review of the above referenced product in connection with the
|
||||
Pyraclostrobin, Metalaxyl, Triticonazole Interim Decisions, and has concluded that your
|
||||
submission is acceptable. The label referred to above, submitted in connection with registration
|
||||
under FIFRA, as amended, is acceptable.
|
||||
|
||||
Should you wish to add/retain a reference to the company’s website on your label, then please
|
||||
be aware that the website becomes labeling under the Federal Insecticide, Fungicide, and
|
||||
Rodenticide Act and is subject to review by the Agency. If the website is false or misleading, the
|
||||
product would be misbranded and unlawful to sell or distribute under FIFRA section 12(a)(1)(E).

40 CFR 156.10(a)(5) list examples of statements EPA may consider false or misleading. In

the website may not substantially differ from those claims approved through the registration

||||

Environmental Hazards
|
||||
This product is toxic to fish and aquatic invertebrates. Drift
|
||||
and runoff from treated areas may be hazardous to fish
|
||||
and aquatic organisms in adjacent aquatic sites.
|
||||
DO NOT apply directly to water, or to areas where surface
|
||||
water is present, or intertidal areas below the mean high
|
||||
water mark. DO NOT contaminate water when cleaning
|
||||
equipment or disposing of equipment washwaters or
|
||||
rinsate.
|
||||
Treated seed exposed on soil surface may be hazardous
|
||||
to wildlife. Cover or collect seeds spilled during loading
|
||||
and planting, such as in row ends. If treated seed is spilled
|
||||
outdoors or in areas accessible to birds or endangered
|
||||
species, promptly clean up and dispose of properly to
|
||||
prevent ingestion.
|
||||
Surface Water Advisory
|
||||
This product may impact surface water quality due to run-
|
||||
off of rainwater. This is especially true for poorly draining
|
||||
soils and soils with shallow ground water. This product is
|
||||
classified as having high potential for reaching surface
|
||||
water via runoff for several months or more after applica-
|
||||
tion. A level, well-maintained vegetative buffer strip
|
||||
between areas to which this product is applied and sur-
|
||||
face water features including ponds, streams, and springs
|
||||
will reduce the potential loading of pyraclostrobin from run-
|
||||
off water and sediment. Runoff of this product will be
|
||||
reduced by avoiding applications when rainfall or irrigation
|
||||
is expected to occur within 48 hours. Sound erosion con-
|
||||
trol practices will reduce this product’s contribution to
|
||||
surface water contamination.
|
||||
Groundwater Advisory
|
||||
Pyraclostrobin is known to leach through soil into ground-
|
||||
water under certain conditions as a result of label use. This
|
||||
chemical may leach into groundwater if used in areas
|
||||
where soils are permeable, particularly where the water
|
||||
table is shallow.
|
||||
Directions For Use
|
||||
It is a violation of federal law to use this product in a man-
|
||||
ner inconsistent with its labeling. This labeling must be in
|
||||
the possession of the user at the time of fungicide
|
||||
application.
|
||||
FIRST AID
|
||||
If swallowed
|

• Immediately call a poison control center or doctor for treatment advice.
|
||||
• DO NOT induce vomiting unless told to do so by a poison control center or doctor.
|
||||
• Have person sip a glass of water if able to swallow.

Only protected handlers may be in the area during applica-
|

tion. For any requirements specific to your state or tribe,

||||
Unless otherwise directed in supplemental labeling, all
|
||||
applicable directions, restrictions, precautions, and
|
||||
Conditions of Sale and Warranty are to be followed.
|
||||
AGRICULTURAL USE REQUIREMENTS
|
||||
Use this product only in accordance with its labeling and
|
||||
with the Worker Protection Standard, 40 CFR part 170.
|
||||
This standard contains requirements for the protection
|
||||
of agricultural workers on farms, forests, nurseries, and
|
||||
greenhouses, and handlers of agricultural pesticides. It
|
||||
contains requirements for training, decontamination,
|
||||
notification, and emergency assistance. It also contains
|
||||
specific instructions and exceptions pertaining to the
|
||||
statements on this label about personal protective
|
||||
equipment (PPE) and the restricted-entry intervals. The
|
||||
requirements in this box only apply to uses of this prod-
|
||||
uct that are covered by the Worker Protection Standard.
|
||||
DO NOT enter or allow worker entry into treated areas
|
||||
during the restricted-entry interval (REI) of 24 hours.
|
||||
EXCEPTION: If the seed is treated with the product and
|
||||
the treated seed is soil-injected or soil-incorporated, the
|
||||
Worker Protection Standard, under certain circumstanc-
|
||||
es, allows workers to enter the treated area if there will
|
||||
be no contact with anything that has been treated.
|
||||
PPE required for early entry to treated areas permitted
|
||||
under the Worker Protection Standard and that involves
|
||||
contact with anything that has been treated, such as
|
||||
plants, soil, or water, is:
|
||||
• Long-sleeved shirt and long pants
|
||||
• Socks and shoes
|
||||
• Chemical-resistant gloves made of any waterproof
|
||||
material
|
||||

DO NOT contaminate water, food, or feed by storage or
|

Pesticide Storage
|
||||
Store in original container. Keep container closed and in
|
||||
a secure place. Store in an area that is out of reach of
|
||||
children and animals, away from food, feedstuffs, fertiliz-
|
||||
ers and seed. Protect from frost and freezing.
|
||||
Pesticide Disposal
|
||||
Wastes resulting from the use of this product may be
|
||||
disposed of on-site or at an approved waste disposal
|
||||
facility.
|

Nonrefillable Container. DO NOT reuse or refill this
|
||||
container. Triple rinse or pressure rinse container (or
|
||||
equivalent) promptly after emptying; then offer for recy-
|
||||
cling, if available, or reconditioning, if appropriate, or
|
||||
puncture and dispose of in a sanitary landfill, or by incin-
|
||||
eration, or by other procedures approved by state and
|
||||
local authorities.
|
||||
Triple rinse containers small enough to shake
|
||||
(capacity ≤ 5 gallons) as follows: Empty the remain-
|
||||
ing contents into application equipment or a mix tank
|
||||
and drain for 10 seconds after the flow begins to drip. Fill
|
||||
the container 1/4 full with water and recap. Shake for
|
||||
10 seconds. Pour rinsate into application equipment or a
|
||||
mix tank, or store rinsate for later use or disposal. Drain
|
||||
for 10 seconds after the flow begins to drip. Repeat this
|
||||
procedure two more times.
|
||||
Triple rinse containers too large to shake
|
||||
(capacity > 5 gallons) as follows: Empty the remain-
|
||||
ing contents into application equipment or a mix tank.
|
||||
Fill the container 1/4 full with water. Replace and tighten
|
||||
closures. Tip container on its side and roll it back and
|
||||
forth, ensuring at least one complete revolution, for
|
||||
30 seconds. Stand the container on its end and tip it
|
||||
back and forth several times. Turn the container over
|
||||
onto its other end and tip it back and forth several times.
|
||||
Empty the rinsate into application equipment or a mix
|
||||
tank, or store rinsate for later use or disposal. Repeat
|
||||
this procedure two more times.
|
||||
Pressure rinse as follows: Empty the remaining con-
|
||||
tents into application equipment or mix tank and
|
||||
continue to drain for 10 seconds after the flow begins to
|
||||
drip. Hold container upside down over application
|
||||
equipment or mix tank, or collect rinsate for later use or
|
||||
disposal. Insert pressure rinsing nozzle in the side of the
|
||||
container and rinse at about 40 PSI for at least 30 sec-
|
||||
onds. Drain for 10 seconds after the flow begins to drip.
|
||||
Refillable Container. Refill this container with pesticide
|
||||
only. DO NOT reuse this container for any other pur-
|
||||
pose. Triple rinsing the container before final disposal is
|
||||
the responsibility of the person disposing of the contain-
|
||||
er. Cleaning before refilling is the responsibility of the
|
||||
refiller.
|
||||
Triple rinse as follows: To clean the container before
|
||||
final disposal, empty the remaining contents from this
|
||||
container into application equipment or mix tank. Fill the
|
||||
container about 10% full with water. Agitate vigorously or
|
||||
recirculate water with the pump for 2 minutes. Pour or
|
||||
pump rinsate into application equipment or rinsate col-
|
||||
lection system. Repeat this rinsing procedure two more
|
||||
times.

Product Information
|
||||
Stamina® F3 Cereals fungicide seed treatment is a
|
||||
liquid seed treatment used for control or suppression of
|
||||
certain seedborne and soilborne diseases of barley, oats,
|
||||
rye, triticale and wheat. Stamina F3 Cereals will generally
|
||||
increase emergence and plant stands by controlling or
|
||||
suppressing these diseases.
|
||||
Seed treatment applications with Stamina F3 Cereals
|
||||
have been associated with more rapid and increased
|
||||
emergence of seedlings under certain cold conditions.
|
||||
Information regarding the contents and levels of metals in
|
||||
this product is available on the internet at
|
||||
http://www.aapfco.org/metals.htm.
|
||||
Stamina F3 Cereals contains an EPA-approved dye that
|
||||
imparts an unnatural color to the treated seed to prevent
|
||||
its accidental use as a food or feed for animals. Refer to
|
||||
21 CFR, Part 2.25.
|
||||

||||
When handling Stamina F3 Cereals and when treat-
|
||||
ing seed or while augering or handling treated seed,
|
||||
work in a well-ventilated area.
|
||||
Mode of Action
|
||||
Stamina F3 Cereals contains three active ingredients
|
||||
from different fungicide groups that have distinct modes of
|
||||
action.
|
||||
• Triticonazole is classified as a Target Site of Action
|
||||
Group 3 fungicide.
|
||||
• Metalaxyl is classified as a Target Site of Action Group 4
|
||||
fungicide.
|
||||
• Pyraclostrobin is classified as a Target Site of Action
|
||||
Group 11 fungicide.
|
||||
Seed treatments of Stamina F3 Cereals can be followed
|
||||
by foliar use fungicides. Follow the resistance manage-
|
||||
ment guidelines of foliar use fungicides containing the
|
||||
same modes of action as specified on the respective
|
||||
labels.
|
||||
Resistance Management
|
||||
Stamina F3 Cereals contains a Group 3 (triticonazole),
|
||||
Group 4 (metalaxyl), and Group 11 (pyraclostrobin) fungi-
|
||||
cide. Any fungal population may contain individuals
|
||||
naturally resistant to Stamina F3 Cereals and other
|
||||
Group 3, Group 4, and/or Group 11 fungicides. A gradu-
|
||||
al or total loss of pest control may occur over time if these
|
||||
fungicides are used repeatedly in the same fields. Other
|
||||
resistance mechanisms that are not linked to site of action
|
||||
but specific for individual chemicals, including enhanced
|
||||
metabolism, may also exist. Appropriate resistance-
|
||||
management strategies should be followed.
|
||||
To delay fungicide resistance, take one or more of the fol-
|
||||
lowing steps:
|
||||
• Rotate the use of Stamina F3 Cereals or other
|
||||
Group 3, Group 4, and Group 11 fungicides within a
|
||||
growing season sequence with different groups that
|
||||
control the same pathogens.
|
||||
• Use tank mixtures with fungicide from a different group
|
||||
that are equally effective on the target pest when such
|
||||
use is permitted. Use at least the minimum application
|
||||
rate as labeled by the manufacturer.
|
||||
• Adopt an integrated pest management (IPM) program for
|
||||
fungicide use that includes scouting, uses historical infor-
|
||||
mation related to pesticide use, and crop rotation, and
|
||||
which considers host plant resistance, impact of environ-
|
||||
mental conditions on disease development, disease
|
||||
thresholds, as well as cultural, biological and other
|
||||
chemical control practices.
|
||||
• Where possible, make use of predictive disease models
|
||||
to effectively time fungicide applications. Note that using
|
||||
predictive models alone is not sufficient to manage
|
||||
resistance.
|
||||
• Monitor treated fungal populations for resistance devel-
|
||||
opment. Monitor the efficacy of all fungicides used in the
|
||||
disease management program against the targeted
|
||||
pathogen and record other factors that may influence
|
||||
fungicide performance and/or disease development.
|
||||
• Contact your local extension specialist or certified crop
|
||||
advisor for any additional pesticide resistance-
|
||||
management and/or IPM recommendations for specific
|
||||
crops and pathogens.
|
||||
• For further information or to report suspected resistance,
|
||||
contact your BASF representative, local extension spe-
|
||||
cialist, or certified crop advisor.
|
||||
|
||||

||||
Application Method
|
||||
Seed should be well conditioned and free of chaff before
|
||||
treating with Stamina® F3 Cereals fungicide seed
|
||||
treatment. Stamina F3 Cereals may be applied using
|
||||
standard commercial seed treatment equipment (such as,
|
||||
but not limited to, slurry or mist-type equipment) or on-farm
|
||||
seed treatment equipment. Stamina F3 Cereals may also
|
||||
be used in on-the-go type air seeder treatment systems.
|
||||
Apply Stamina F3 Cereals to barley, oats, rye, triticale
|
||||
and wheat at the rate of 4.6 fluid ounces of product per
|
||||
100 pounds of seed. Thorough seed coverage and proper
|
||||
application equipment calibratio n is essential for good dis-
|
||||
ease control. To achieve thorough coverage, Stamina F3
|
||||
Cereals may be diluted with water, if needed, into a slurry.
|
||||
Direct application into a planter box is prohibited.
|
||||
Tank Mixing Information
|
||||
Tank Mix Partners
|
||||
It is the pesticide user’s responsibility to ensure that all
|
||||
products are registered for the intended use. When using
|
||||
Stamina F3 Cereals in a tank mixture with other seed
|
||||
treatment products, read and follow all directions for use,
|
||||
crops/sites, use rates, application restrictions, dilution
|
||||
ratios, precautions, and limitations on the tank mix partner
|
||||
label. DO NOT exceed label dosage or application rate.
|
||||
Users must follow the most restrictive directions for use
|
||||
and precautionary statements of each product in the tank
|
||||
mixture. Stamina F3 Cereals must not be mixed with any
|
||||
product that prohibits such mixing.
|
||||
Compatibility Test for Tank Mix

When tank mixing Stamina F3 Cereals , always test com-
|
||||
patibility before use by performing a jar test as follows:
|
||||
1. Add all intended seed treatment products and the
|
||||
appropriate amount of water in a clear glass jar.
|
||||
2. Mix well and allow to sit for one hour.
|
||||
3. Remix and observe for physical incompatibility.
|
||||
Also test with the seed to ensure the combination of tank
|
||||
mix products does not have detrimental effects on the seed.
|
||||
Mixing Order
|
||||
For containers 5 gallons or less, shake well before use. For
|
||||
containers greater than 5 gallons, recirculate before use.
|
||||
1. Water - Add 3/4 of the required volume of water to the
|
||||
mix tank and turn on agitation.
|
||||
2. Agitation - Mechanical agitation is required for proper
|
||||
mixing of Stamina F3 Cereals .
|
||||
3. Dye or colorant
|
||||
4. Wettable powders
|
||||
5. Soluble powders
|
||||
6. Flowable formulations (for example Stamina F3
|
||||
Cereals)
|
||||
7. Emulsifiable concentrates
|
||||
8. Water - Remaining 1/4 of required water volume is
|
||||
added last and can be used as rinsate for the chemical
|
||||
container or to adjust the total slurry to compensate for
|
||||
water displacement by powdered products.
|
||||
Maintain agitation until the entire slurry mixture has been used.
|
||||
Ensure seed is dry before bagging.
|
||||
Use Restrictions
|
||||
• DO NOT use treated seed for food, feed or oil
|
||||
processing.
|
||||
• Store treated seed away from food and feedstuffs.
|
||||
• DO NOT allow children, pets or livestock to have access
|
||||
to treated seed.
|
||||
• When opening this bag or loading/pouring the treated
|
||||
seed/seed-pieces, wear long-sleeved shirt, long pants,
|
||||
shoes, socks, and chemical-resistant gloves.
|
||||
• DO NOT contaminate bodies of water when disposing of
|
||||
planting equipment wash water.
|
||||
• Treated seed exposed on soil surface may be hazardous
|
||||
to wildlife. Cover or collect seeds spilled during loading
|
||||
and planting, such as in row ends.
|
||||
• DO NOT plant treated seed by broadcasting to the soil
|
||||
surface. Ensure that all planted seeds are thoroughly
|
||||
incorporated by the planter during planting; additional incor-
|
||||
poration may be required to thoroughly cover exposed
|
||||
seeds. Plant treated seed into the soil to the recommended
|
||||
minimum depth or greater to minimize exposure.
|
||||
• Dispose of all excess treated seed by burying seed away
|
||||
from bodies of water. Dispose of seed packaging or con-
|
||||
tainers in accordance with local requirements.
|
||||
• Excess treated seed may be used for ethanol production
|
||||
only if (1) by-products are not used for livestock feed and
|
||||
(2) no measurable residues of pesticide remain in ethanol
|
||||
by-products that are used in agronomic practice.
|
||||
• DO NOT plant crops within 30 days after planting
|
||||
Stamina F3 Cereals -treated seed unless permitted
|
||||
according to the seed labeling note.
|
||||
• DO NOT use the same auger for treating seed that will
|
||||
handle commercial or feed grains.
|
||||
• DO NOT store leftover treated seed where there is a
|
||||
chance of it becoming mixed with untreated seed. Store
|
||||
treated seed in cool, dry conditions.
|
||||
• Stamina F3 Cereals is not for use in California.
|
||||
• When applying both metalaxyl- and mefenoxam-
|
||||
containing products to the same crop within the same
|
||||
season, DO NOT apply more than the maximum yearly
|
||||
total application rate for the active ingredient as stated on
|
||||
the label of the product containing the lowest yearly total
|
||||
on that crop. Regardless of method of application (seed
|
||||
treatment, soil, or foliar) the maximum annual rate of
|
||||
metalaxyl must not exceed 12.3 lbs ai/A.

SEED LABELING NOTE
|
||||
Seed treated with this product that is then packaged or
|
||||
bagged for future use must contain the following labeling
|
||||
on the outside of the seed package or bag.
|
||||
“This seed has been treated with Stamina
|
||||
® F3
|
||||
Cereals fungicide seed treatment containing
|
||||
pyraclostrobin, triticonazole, and metalaxyl.
|
||||
DO NOT use treated seed for food, feed or oil pur-
|
||||
poses. Store treated seed away from food and
|
||||
feedstuffs. DO NOT allow children, pets or live-
|
||||
stock to have access to treated seed. Wear long
|
||||
pants, long-sleeved shirt, shoes and socks, and
|
||||
chemical-resistant gloves made of any waterproof
|
||||
material when opening this bag or handling (e.g.,
|
||||
loading, pouring) treated seed or seed pieces.
|
||||
Treated seed exposed on soil surfaces may be
|
||||
hazardous to wildlife. Cover or collect treated
|
||||
seed spilled during loading and planting, in partic-
|
||||
ular at row ends and field corners. Plant treated
|
||||
seed into the soil to the recommended minimum
|
||||
depth or greater to minimize exposure.
|
||||
DO NOT plant treated seed by broadcasting to the
|
||||
soil surface. Ensure that all planted seeds are
|
||||
thoroughly incorporated by the planter during
|
||||
planting; additional incorporation may be required
|
||||
to thoroughly cover exposed seeds.
|
||||
Dispose of all excess treated seed by burying
|
||||
seed away from bodies of water. DO NOT enter or
|
||||
allow worker entry into areas with treated seeds
|
||||
during the restricted entry interval of 12 hours,
|
||||
with the exception that workers may enter if they
|
||||
will have no contact with the soil/media subsur-
|
||||
face. DO NOT contaminate bodies of water when
|
||||
disposing of planting equipment washwater.
|
||||
Surface Water Advisory: This product may impact
|
||||
surface water quality due to runoff of rainwater.
|
||||
This is especially true for poorly draining soils and
|
||||
soils with shallow ground water. This product is
|
||||
classified as having high potential for reaching
|
||||
surface water via runoff for several months or
|
||||
more after application. A level, well-maintained
|
||||
vegetative buffer strip between areas to which
|
||||
this product is applied and surface water features
|
||||
including ponds, streams, and springs will reduce
|
||||
the potential loading of pyraclostrobin from runoff
|
||||
water and sediment. Runoff of this product will be
|
||||
reduced by avoiding applications when rainfall or
|
||||
irrigation is expected to occur within 48 hours.
|
||||
Sound erosion control practices will reduce this
|
||||
product’s contribution to surface water
|
||||
contamination.
|
||||

Groundwater Advisory: Pyraclostrobin is known to
|
||||
leach through soil into groundwater under certain
|
||||
conditions as a result of label use. This chemical
|
||||
may leach into groundwater if used in areas where
|
||||
soils are permeable, particularly where the water
|
||||
table is shallow.
|
||||
Dispose of seed packaging or containers in accor-
|
||||
dance with local requirements. Excess treated
|
||||
seed may be used for ethanol production only if
|
||||
(1) by-products are not used for livestock feed and
|
||||
(2) no measurable residues of pesticide remain in
|
||||
ethanol by-products that are used in agronomic
|
||||
practice.
|
||||
In the event of crop failure or harvest of a crop
|
||||
grown from this seed, the field may be replanted
|
||||
immediately with barley, oats, rye, triticale, wheat,
|
||||
or any other crop for which tolerances for
|
||||
pyraclostrobin, triticonazole, and metalaxyl exist.
|
||||
For all other crops, the minimum plant back inter-
|
||||
val is 30 days from the date this seed was planted.
|
||||
A cover crop without these tolerances may be
|
||||
planted for purposes of erosion control or soil
|
||||
improvement; however, the crop may not be
|
||||
grazed or harvested for food or feed.”

|

directions are believed to be reliable and must be

product. Crop injury, ineffectiveness or other unintended
|
||||
consequences may result because of such factors as
|

the presence of other or untested or unapproved

||||
materials, seed of low quality or low vigor or low
|

germination, use of the product in a manner inconsistent
|

with its labeling, misapplication of the product, or
|
||||
weather conditions at planting or environmental

the purposes referred to in the Directions For Use ,

subject to the inherent risks, referred to above.

LAW, BASF MAKES NO OTHER EXPRESS OR

IMPLIED WARRANTY OF FITNESS OR
